{"id":561627,"date":"2017-02-02T11:01:25","date_gmt":"2017-02-02T15:01:25","guid":{"rendered":"https:\/\/gobiernu.cw\/?post_type=ministerionan&#038;p=561627"},"modified":"2026-03-25T05:45:39","modified_gmt":"2026-03-25T09:45:39","slug":"internationale-sancties","status":"publish","type":"ministerionan","link":"https:\/\/gobiernu.cw\/nl\/ministries\/algemene-zaken-en-minister-president\/internationale-sancties\/","title":{"rendered":"Internationale Sancties"},"content":{"rendered":"<h2><strong>Het naleven van internationale sancties op Cura\u00e7ao<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">De Veiligheidsraad van de Verenigde Naties en de Europese Unie leggen internationale sancties op. Dit doen ze tegen landen, organisaties, bedrijven en individuele personen. Dit kan bijvoorbeeld bij een dreiging voor de internationale vrede en veiligheid. De Europese Unie kan ook sancties opleggen om op te komen voor internationale vrede en veiligheid, mensenrechten, de naleving van het internationaal recht, de democratie en de rechtsstaat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zo zijn er bijvoorbeeld sancties om verspreiding van kernwapens tegen te gaan, maar ook sancties tegen landen, organisaties en personen die mensenrechten schenden of tegen personen die betrokken zijn bij terroristische activiteiten.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sancties zijn dwingende maatregelen. Bij sancties is geen sprake van de inzet van\u00a0 militaire middelen.\u00a0 Internationale sancties die kunnen worden opgelegd zijn:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Wapenembargo&#8217;s: verbod op de uitvoer van militaire goederen en technologie;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Financi\u00eble sancties: Bevriezing van tegoeden en economische middelen van personen of entiteiten op sanctielijsten of het niet meer mogen investeren in bepaalde landen;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Handelsbeperkingen: Verbod op import\/export van specifieke goederen, grondstoffen of diensten;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Reisbeperkingen: Reis- of visumverboden voor personen op de sanctielijst, die hen de toegang tot Cura\u00e7ao ontzeggen; en<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Diplomatieke maatregelen: <\/span><span style=\"font-weight: 400;\">Onderbreken van diplomatieke relaties of het terugroepen van vertegenwoordigers.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Het doel van sancties is om:<br \/>\n<\/span><span style=\"font-weight: 400;\">Ongewenst gedrag van personen, bedrijven, organisaties of landen te doen veranderen;<br \/>\n<\/span><span style=\"font-weight: 400;\">Het moeilijker te maken om dit ongewenste gedrag te vertonen;<br \/>\n<\/span><span style=\"font-weight: 400;\">Om andere partijen af te schrikken om datzelfde ongewenste gedrag te vertonen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sancties zijn in de kern dus tijdelijk en werken preventief. Wanneer de partij die ongewenst gedrag vertoont hiermee ophoudt, kunnen de sancties worden opgeheven.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cura\u00e7ao maakt deel uit van het Koninkrijk der Nederlanden; wettelijke grondslagen voor de sancties zijn de <\/span><a href=\"https:\/\/wetten.overheid.nl\/BWBR0038211\/2017-01-01\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rijkssanctiewet<\/span><\/a><span style=\"font-weight: 400;\"> en de\u00a0 <\/span><a href=\"https:\/\/gobiernu.cw\/nl\/laws\/sanctielandsverordening\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sanctielandsverordening<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">Ter uitvoering van de Sanctielandsverordening en Rijkssanctiewet zijn de geldende sanctieregimes opgenomen in <a href=\"https:\/\/gobiernu.cw\/nl\/laws\/omnibus-sanctiebesluit-curacao\/\" target=\"_blank\" rel=\"noopener\">het Omnibus-Sanctiebesluit Cura\u00e7ao<\/a><\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De Europese Unie neemt altijd internationale sancties over nadat de Veiligheidsraad van de Verenigde Naties hiervoor een Resolutie heeft aangenomen.
