WILLEMSTAD \u2013 In de week van 20 tot en met 24 januari 2020 heeft Wetgeving en Juridische Zaken een Masterclass Wetgeving, onder leiding van Professor Philip Eijlander, die aan de Universiteit van Tilburg is verbonden, georganiseerd. De participanten, afkomstig van onder andere de verschillende ministeries, te weten het Ministerie van Financi\u00ebn, het Ministerie van Sociale Ontwikkeling, Arbeid en Welzijn, het Ministerie van Gezondheid, Milieu en Natuur, en het Ministerie van Economische Ontwikkeling, het Ministerie van Algemene Zaken zelf, alsook van aan de overheid gerelateerde instellingen, zoals de Gaming Control Board en de University of Cura\u00e7ao Dr. Moises Da Costa Gomez, hebben allen het jaar hiervoor reeds de Basiscursus wetgeving met succes afgerond.<\/p>\n

Het Ministerie van Algemene Zaken, in het bijzonder de Directie Wetgeving en Juridische Zaken, organiseert deze cursus om in de behoefte aan wetgevingscapaciteit te voorzien. Het opstellen van wettelijke regels houdt namelijk meer in dan alleen het schrijven van teksten. Er moet hiervoor ook onderzoek worden gedaan en beleid worden ontwikkeld. In deze masterclass hebben de participanten geleerd hoe een startnotitie op te stellen. De startnotitie is bedoeld om bij aanvang van een wetgevingsproject een goede beschrijving te geven van de probleemanalyse, instrumentkeuze en mogelijke gevolgen van het in te zetten beleid. In het tweede deel van deze masterclass hebben de participanten aan de hand van de opgestelde startnotitie, onder leiding van Professor Willem Konijnenbelt, een wettelijke regeling opgesteld.<\/p>\n
