Volgens het Vluchtelingenverdrag is een vluchteling iemand die in zijn thuisland gegronde vrees heeft voor vervolging. Redenen voor vervolging kunnen zijn: ras, godsdienst, politieke overtuiging of het behoren tot een bepaalde groep. Een vluchteling kan in eigen land geen bescherming krijgen tegen deze vervolging. Voorbeelden van groepen die gevaar lopen in eigen land zijn etnische minderheden in Afghanistan, Moslims in Myanmar, opposanten van het regime in Eritrea en homoseksuelen in Iran.
