CARICOM Report Confirms Orderly Conduct of March 21, 2025 Elections

WILLEMSTAD – The Government of Curaçao has taken note of the final report issued by the CARICOM Election Observation Mission (CEOM) regarding the parliamentary elections held on March 21, 2025. It has been noted that social media responses have selectively focused on the CEOM’s recommendation regarding campaign financing. However, the official report clearly states that the opening, voting, closing, and counting procedures were conducted in accordance with applicable laws and regulations, and that no major concerns were identified regarding the organization of the elections. The elections, which were observed by international teams including the CEOM, proceeded smoothly and reflected the will of the people of Curaçao. In its report, the CEOM commended the Electoral Council for its professionalism and praised its excellent organization and dedication to the democratic process.

The Government of Curaçao takes the CEOM’s recommendations seriously, including those aimed at further improving transparency surrounding political party and campaign financing. At the same time, it is important to emphasize that Curaçao already has a legal framework in place through the National Ordinance on the Finances of Political Groups. This ordinance includes that political parties are required to maintain financial records and submit annual reports, donations of five thousand guilders or more must be registered, including the donor’s name, date, and amount, a maximum of twenty-five thousand guilders per donor per year is allowed, anonymous donations and cash donations above five hundred guilders are prohibited, and government-subsidized institutions are not permitted to make financial contributions. These regulations provide key safeguards to ensure responsible and transparent financing of political parties and election campaigns.

It appears that the CEOM may not have fully considered the existing legal framework. Nonetheless, in collaboration with the independent Electoral Council of Curaçao, the Government will assess how the CEOM’s recommendations can be translated into practical measures for future elections. This effort reflects the Government’s continued commitment to strengthening voter confidence in the democratic system and the integrity of the electoral process. According to the CEOM, the March 21 elections confirmed that Curaçao has a robust and reliable electoral process. Prime Minister Gilmar Pisas expressed his appreciation for the CEOM’s independent observation and stated: “The elections of March 21, 2025, were a testament to the strength of our democratic traditions. I am proud of how Curaçao organized and conducted these elections.”
