Curaçao emerges as a leading OCT in EU Horizontal Programs.
EU Funds Week 2025 marks a milestone in Skills, Innovation, and Sustainability Funding

WILLEMSTAD – The EU Desk Curaçao, part of the Ministry of Economic Development (MEO), has successfully wrapped up EU Funds Week 2025, reaffirming Curaçao’s status as one of the top Overseas Countries and Territories (OCTs) in accessing EU Horizontal Programs.

These programs provide direct competitive funding for skills development, entrepreneurship, digital transformation, cultural cooperation, youth mobility, sustainability, and innovation.

From November 17–21, 2025, over 200 participants from the public and private sectors, NGOs, universities, and the creative industries explored opportunities through key EU funding programs eligible for Curaçao, including Erasmus+, Creative Europe, European Solidarity Corps, CERV, Internal Security Fund, Justice Program, LIFE, Digital Europe, and Horizon Europe.

A highlight of the week was the presentation of the EU-commissioned “Report on the Participation of OCTs in EU Programs 2021–2024,” which confirmed Curaçao’s strong upward trajectory. The report shows that Curaçao has secured more than €2.5 million (approximately Cg. 5 million) in EU funding through 66 projects involving 37 beneficiaries — the highest in its history. Participation continues to increase each year, reflecting strong institutional capacity, a growing private sector, and expanding partnerships across Europe.

The Opening Forum featured contributions from the EU Delegation in Barbados, the Netherlands Enterprise Agency (RVO), and consultants from Europe and Curaçao, showcasing European confidence in Curaçao’s potential and the value of the OCT Arrangement for enterprises, trade, export financing, and innovation. Site visits to Boca Sami, Curaçao Seaquarium, and Kaya Kaya highlighted the country’s competitive strengths in Blue Economy and Creative Industries, sectors that closely align with EU funding priorities.

The report highlights the EU Desk Curaçao’s increasing role as a vital supporter of this success. The EU Desk will now oversee the next stage of EU Horizontal program participation, including five new project submissions in 2026, further growth of partnership networks, and the development of the National Skills Strategy Roadmap 2026–2030 in collaboration with key ministries.

“Curaçao is excelling in EU Horizontal Programs,” said the EU Desk Curaçao. “We are turning cooperation into competitive funding — benefiting our youth, our innovators, our entrepreneurs, and our future. It is open for everybody.”

As the EU prepares for its upcoming major funding cycle (2028-2034), Curaçao is well positioned to expand its participation and continue supporting programs that enhance global competitiveness, resilience, and sustainable development. However, for now, we still stand to benefit from the current program that concludes in 2027.
